Very simply, he went from an indy darling to the ultimate WWE underdog.  What truly fascinates me is that he was a multi time WWE World champion and Tag Champion before he went after HHH in the leadup to WrestleMania XXX.  They made him this “underdog”, yet his resume was loaded before he even got to New Orleans.

Whatever they did, it worked because this undersized guy won the hearts of almost every wrestling fan out there.  The even more remarkable thing is that he came back from a 3 year layoff in 2018 to be every bit as good.  Not only in the ring, but on the microphone. 

He reinvented himself to become of the top heels in the game.  A lot of fans may disagree with his ranking, but when he look at everything he did and what he had to work with, I think 18 may not be high enough!
