SAM linebacker should be priority two on the list. When three linebackers are on the field, the Browns need someone they can trust. Werner is the best true SAM in this class. He is a tackle machine and much more athletic than people give him credit for. Werner is also excellent at covering big tight ends or running backs leaking out of the backfield. If Phillips goes down with an injury at any point, Werner also has the ability to fill in at WILL.
