Concacaf successfully holds 40th Ordinary Congress in Saint Lucia

Cap Estate, Saint Lucia (Saturday, March 15, 2025) – Concacaf held its 40th Ordinary Congress at the Royalton Hotel in Cap Estate, Saint Lucia. The event was attended by Presidents and delegates from all 41 Concacaf Member Associations, Concacaf Council Members, and important guests from the global football family.

Concacaf President and FIFA Vice President Victor Montagliani presided over the Congress, alongside Concacaf General Secretary Philippe Moggio and members of the Concacaf Council.

FIFA President Gianni Infantino, who addressed the Congress, along with CONMEBOL President and FIFA Vice President Alejandro Dominguez, the Right Honourable Philip J. Pierre, Prime Minister of St. Lucia, and the Honourable Kenson Casimir, Minister of Sports of St. Lucia, were also in attendance.

In his opening remarks, President Montagliani expressed his gratitude to President Lyndon Cooper of the Saint Lucia Football Association for his hospitality and to the 41 Member Associations for their tremendous dedication and collaborative efforts in elevating football across the region. He reflected on the Confederation’s remarkable progress—both on and off the pitch, emphasizing his pride in the achievements that have shaped the future of the sport in Concacaf.

“I am incredibly proud of how we have come together as a football family to elevate the game across our region, laying the foundation for even greater success. Through our shared commitment to our ‘One Concacaf’ vision, we are strengthening our Confederation and creating new opportunities for our Member Associations,” said Concacaf President Victor Montagliani.

“From introducing competitions like the Nations League, to advancing the women’s game, and launching new development programs, our collective efforts have transformed football in our region. The progress we’ve made is only possible through the tremendous amount of work that you have done to get us to this point, the dedication and passion of our Member Associations, continues to drive the game forward.”

“As we look ahead to 2026, we have an unprecedented opportunity to leave a lasting legacy—not just through world-class competitions, but by continuing to grow the game at all levels. The work we do now will shape the future of football for generations to come, and I have no doubt that together, we will continue to build a stronger, more united football family,” concluded Montagliani. 

As part of the 40th Concacaf Ordinary Congress, the Confederation’s Member Associations reviewed and approved the Confederation’s 2025 budget. Furthermore, elections were conducted for the following FIFA Council and Concacaf Council positions:

FIFA COUNCIL 

  • Member (North America): Cindy Parlow Cone, USA – elected (unopposed)
  • Member (Caribbean): Randy Harris, Barbados – elected (unopposed)
  • Member (Female): Sonia Fulford, Turks and Caicos Islands – reelected (unopposed)
CONCACAF COUNCIL  
  • Vice President (Central America): Sergio Chuc, Belize – reelected (unopposed)
  • Member (North America): Mikel Arriola, Mexico – elected (unopposed)
  • Member (Caribbean): Maurice Victoire, Martinique – reelected

At the Congress, President Montagliani warmly thanked outgoing FIFA and Concacaf Council members Luis Hernandez from Cuba and Yon de Luisa from Mexico for their remarkable dedication and invaluable contributions to the region’s football.

The 40th Concacaf Ordinary Congress in Saint Lucia was held days before Concacaf’s Nations League Celebration Week in the Greater Los Angeles Area. The exciting celebrations include a Business of Soccer Conference—a by-invitation-only event that will bring together all the major North American football stakeholders. This will be followed by the Nations League Semifinals at SoFi Stadium on March 20 (USA vs. Panama and Canada vs. Mexico) and the Third Place Match and Final, where the fourth Concacaf Nations League Champion will be crowned on March 23.

Music, culture, and football will also collide under the bright lights of Hollywood Park. Superstar Will Smith will perform during the pre-match show leading up to the Final, while Latin music sensation Yuridia will perform live at YouTube Theater on Friday.
