Harrison Bryant joined the Las Vegas Raiders in free agency. Bringing in All will allow for some competition at that backup tight end spot. All is one of two known tight ends to visit Cleveland during this pre-draft process. He could be an asset as either the second or third inline blocking tight end in short yardage or goal-to-go situations. All also has fairly reliable hands and runs pretty smooth routes. The Browns would be pleased with this late-round selection.
