Tommy Rich

His reign went 4 days from April 27, 1981 to May 1, 1981.  He beat Harley Race for the belt, and then lost it right back to him.  He never made it to the WWF and his biggest claim to fame after that came as a joke member of the Full Blooded Italians in ECW.

Kerry Von Erich

He may have been big in Texas but never did much elsewhere and became a tragedy in the WWF.  Fans may find it hard to believe, but he actually defeated Ric Flair for the World Title in May of 1984.  He would only hold it for 18 days before dropping the belt back to Flair. He went on to never do anything again other then local fame.

Rugged Ronnie Garvin

This one is truly mind blowing.  The guy WWF once made a total jobber, was once NWA Champion after defeating Ric Flair in September of 1987.  He would hold the title for just over 60 days before dropping it back to Flair at Starrcade 1987.
